背景
2015年1月實施新版《環(huán)境保護法》以來,環(huán)境影響評價報告的審批已經(jīng)成為新建煤化工項目的關(guān)鍵。2015年11月,環(huán)境保護部就《現(xiàn)代煤化工建設(shè)項目環(huán)境準入條件》征求意見,將有助于煤化工項目在環(huán)評階段,就規(guī)劃布局、項目選址、污染防治方案、環(huán)保技術(shù)選型等方面獲得參考依據(jù),提高環(huán)評的水準和審批通過的成功率。
基于經(jīng)濟發(fā)展和能源安全的需求,以及富煤、缺油、少氣的資源稟賦特點,長期來看,中國發(fā)展煤化工是必然趨勢,而實現(xiàn)環(huán)保達標排放也是煤化工行業(yè)必須完成的任務(wù)。在煤化工項目設(shè)計、建設(shè)、試車和運行的全流程,都嚴格遵守環(huán)保要求,通過竣工驗收和日常監(jiān)管,是煤化工項目運營者面臨的真正挑戰(zhàn)。
煤化工生產(chǎn)伴隨著廢水、廢氣和固體廢棄物的產(chǎn)生,揮發(fā)性有機物(VOCS)的處理也日益得到重視。其中,高含鹽廢水處理和雜鹽的合理利用是重中之重。新建煤化工項目必須借鑒已有大型項目的成功經(jīng)驗,通過技術(shù)升級和商業(yè)模式創(chuàng)新,最終解決環(huán)保問題,實現(xiàn)煤化工行業(yè)可持續(xù)發(fā)展。
由亞化咨詢與中國化工學會煤化工專委會聯(lián)合舉辦的第三屆中國煤化工環(huán)保大會將于2016年1月19日在北京召開。會議將探討中國煤化工行業(yè)展望與環(huán)保政策趨勢,大型現(xiàn)代煤化工項目環(huán)保經(jīng)驗,煤化工“三廢”處理技術(shù)與應(yīng)用,節(jié)水、節(jié)能技術(shù)以及二氧化碳捕集利用方案等。

Background
Since the implementation of the new version of in Jan. 2015, the approval of Environmental Impact Assessment (EIA) has become the key of new coal chemical projects. In Nov 2015, Ministry of Environmental Protection is soliciting opinions on < Modern Coal Chemical Construction Project Environmental Access Conditions>, which will help coal chemical projects to gain reference at EIA stage, in aspects of planning, project site selection, pollution control plans, environmental technology selection, etc., as well as to improve the EIA standard and success rate of approval.
Based on the demands of economic development and energy safety, as well as endowment features of rich in coal, lack of oil and gas resources, coal chemical industry will be developed inevitably in China in the long run, while achieving environmental emission standards also becomes the task must to be completed. In the whole process of coal chemical project including design, construction, trial running and operation, environmental protection requirements should be strictly implemented. To pass completion acceptance and regular supervision is the real challenge for coal chemical project owners.
Coal chemical production is accompanied by the emissions of wastewater, exhaust gas and solid wastes, besides, volatile organic compounds (VOCs) treatment is also increasingly receiving attentions. Among them, high salinity wastewater treatment and reasonable utilization of mixed salts is of uppermost priority. New coal chemical projects should learn from successful experiences of large scale plants, and finally solve the environmental problem through technological upgrading & business mode innovation, to achieve the sustainable development of coal chemical industry.
The 3rd Coal Chemical Environmental Protection Conference will be jointly organized by ASIACHEM and Coal Chemical Committee of Chinese Chemical Society on Jan 19th 2016 in Beijing, China. The conference will discuss China’s coal chemical industry prospect and environmental policy trends, environmental experiences of large scale modern coal chemical projects, coal chemical “three wastes” treatment technology and application, water-saving & energy-saving technologies as well as CO2 capture & utilization proposals, etc.
